"User not found" means Instagram cannot resolve that username right now. There are 5 causes: the person changed their username, deleted or deactivated the account, got suspended, blocked you, or you mistyped it. The message is identical in every case, on purpose.
Instagram deliberately gives one flat error for all of them, so nobody can use the app to confirm they were blocked. That makes the message useless on its own — but the surrounding evidence usually settles it in under a minute.

How do you test it in 30 seconds?
Open the profile URL in a logged-out browser: instagram.com/username. If the page loads for a stranger but not for your account, you are blocked. If it fails for everyone, the account is gone or renamed. That single test separates the personal explanation from the technical one.

Deleted, deactivated or suspended — can you tell them apart?
Not from the error. The useful difference is time: a deactivation is usually days or weeks and the account returns with its username, followers and posts intact. A deletion is permanent after Instagram's 30-day grace window, and the username is eventually released for anyone to claim. A suspension sits in between and can be appealed by the owner. What if it happens on your own account?
Seeing it while logged in as yourself usually means a suspension. Check your email for a notice from Instagram, then use the in-app appeal. Do not create a replacement account first — a second account can complicate the appeal for the original.
Why can you still see their story ring?
